Brief Description of Agricultural Finance Corporation Limited

Agricultural Finance Corporation Ltd. (AFCL) is a premier consultancy organization, set up by Indian Banking Industry in 1968. It provides technical consultancy services to various government, semi government, autonomous and private organizations besides multilateral and bilateral funding agencies like: The World Bank, Asian Development Bank, African Development Bank, International Fund for Agricultural Development, European Union, etc. It is wholly owned by Commercial Banks, National Bank of Agriculture & Rural Development (NABARD) and Export Import Bank of India (Exim Bank).

AFCL has an eminent Board comprising Chairman and Managing Directors of major Commercial Banks, representatives from Development Finance Institutions like NABARD, EXIM Bank, officials from the Government of India in the Ministries of Finance, Agriculture and Planning Commission and renowned experts in the field of agriculture, economics and rural development. AFC’s headquarter is located in Mumbai and its Regional Offices are in Bangalore, Kolkata and New Delhi. Branch Offices are located at Bhubaneshwar, Dehradun, Guwahati, Hyderabad and Lucknow. We have a staff of 125 and an equal number of consultants on short term contracts.


Exposure to the Sector

AFCL is managing two centres of National Afforestation & Eco-development Board (NAEB), one at its Head Office at Mumbai covering Maharashtra, Gujarat, Goa and Union Territories of Daman, Diu and Dadra & Nagar Haveli since 1996-97. The other Centre, at its Northern Regional Office at New Delhi covering Rajasthan, Haryana, Delhi, Uttar Pradesh and Uttarakhand since 1989-90. The Centres facilitate afforestation and eco-development programmes in their respective areas of operations, i.e., in the Northern and Western Region.

The major activities of these centres include organisation of workshops and training programmes involving various stakeholders and by undertaking issue based and area specific studies. The Regional Centres also conduct monitoring and evaluation of programmes of the MoE & F.


Experiences in Environments/Natural Resources Management Sector

Apart from RC-NAEB, AFCL has been actively involved in preparation, appraisal, monitoring and evaluation of projects related to Environment and Natural Resources Management. It has successfully completed the preparation of a large number of Environmental Impact Assessment Studies (EIA) and Environmental Management Plans (EMPs) for Irrigation and Hydroelectric projects in different parts of the country. Based on these reports, most of these projects have received environmental clearance from MOE & F, Government of India.

In the field of Natural Resources Management, AFCL has been participating in preparation of reports and conducting studies for a number of Watershed Development, Soil & Water Conservation, Irrigation and Command Area Development projects all over the country for the last three decades. Of late, AFCL is also participating in implementation of watershed development projects at the grass root level, on pilot basis, in Orissa and is planning to extend the initiative in larger areas in other parts of the country.


The Look Forward

AFCL foresees significant potential in improvement of livelihoods of the hitherto excluded people through forest-based enterprise development. The current emphasis of the Government of India on promoting regional equality through stepped up support towards development of backward regions of the country, further expands such potential. This focus is also commensurate with the adaptation and mitigation of climate change and the global call on combating desertification. AFCL proposes to become a part of this global movement of providing the requisite enterprise development services to the rural poor. A specialized Environment and Natural Resources Division is being set up for this purpose in the Northern Regional Office at New Delhi. The proposed incumbent is expected to :

Provide strategic directions to the development and management of the portfolio of projects and programmes;

Provide leadership and guidance to the professional staff in the development, execution and monitoring of the activities of the division;

Evolve and implement effective strategies for business sourcing, development and execution;

Maintain and expand strong links with Govt of India, State Governments, National and International funding and development agencies, universities, private sectors, etc.


The Requirement

The successful candidate will be in the age group of 40-45 years and will have proven track record of atleast 10 years of providing professional services in the fields of Environment and/or Natural Resources Management. He/she should possess a strong background of working in team and management of human and financial resources and possess the following qualifications and credentials:

A good post graduate degree (Doctorate preferred) in Environmental science / Natural Sciences, Environmental Economics, etc;

Extensive and proven experience of project management, documentation, research, training / teaching, etc. in the areas of Environment and Natural Resources Management including carbon credits;

Extensive knowledge of current developmental issues in the specified fields and proven ability of managing multidisciplinary and multi sectoral projects.

Proven ability to lead, manage and develop multi disciplinary staff.

Excellent communication skill with oral and written fluency in English, Hindi and one or two regional languages;

Familiarity with commonly used office software and computer applications.


A competitive remuneration comprising fix plus incentives package would be offered to the selected candidate. It is a contractual job for three years which can be extended on mutually agreed terms.
